Mortenson’s Federal Contracting Group (FCG) is committed to earning recognition as the premier provider of design-build, construction management and general contracting services by our customers within the Department of Defense and other select Federal Government and public agencies. FCG’s more than 120 team members provide our Federal customers with a better building experience through a customer focused mentality and true construction expertise that exceeds that of our competition. Additionally, we differentiate ourselves through technical competence in scheduling, safety, and quality management that routinely surpass expectations. FCG continuously strives to be the “builder of choice” within the Federal market and we take great pride in servicing the requirements of our country’s government and public agencies.
FCG’s team members perform a wide range of projects from coast to coast. Our team has extensive project experience in building aircraft hangars/aviation facilities, barracks/dorms, headquarters/office admin facilities, healthcare/medical centers, and various operations/training facilities. Long-time customers include multiple Districts and/or Divisions of the U.S. Army Corps of Engineers (USACE) and Naval Facilities Engineering Command (NAVFAC), United States Air Force (USAF), Department of Veterans Affairs (VA), Department of Energy (DoE) and several state institutions of higher learning.
Mortenson's Federal Contracting Group has received numerous commendations and awards including more than 20 “Outstanding” CCASS performance evaluations. Other awards include regional performance/safety awards from multiple USACE Districts and NAVFAC Divisions, and a “Military Contractor of the Year Award”, Northwest Division, from the U.S. Army Corps of Engineers.
Management of the FCG operates in Minneapolis, Minnesota, maintains a service center in Washington, DC, and provides project opportunities nationwide.
Craig Southorn
Vice President & General Manager
Craig’s duties include overall strategy development and direction of all facets of the Federal Contracting Group’s efforts including preconstruction, construction and business development activities, as well as P&L responsibilities. Craig is a member of SAME (Society of American Military Engineers).
The many projects which Craig has been involved with include the NAVFAC Type II Hangar and Aircraft Parking Apron in Jacksonville, FL; the IRS Service Center in Memphis; and the Elmendorf Air Force Base Composite Medical Facility in Anchorage.
Bob Leonard
Vice President of Group Operations
Bob’s duties include oversight and management of all project operations such as preconstruction and construction activities, estimating, scheduling, and subcontractor relationships.
Bob is a member of the Society of American Military Engineers (SAME).
The many projects which Bob has been involved with include the Minneapolis Convention Center Expansion Minneapolis; the Minneapolis/St. Paul International Airport Parking Ramp Expansion; and the Minneapolis Central Library.
Patrick Burns
Vice President of Business Development
Pat is responsible for strategic marketing/relationship building with federal agencies, qualifications proposal oversight and long-term team positioning.
He is a board member of AFROC, an advisory board member of the University of Wyoming and Auburn University’s ME Departments, the chairman of the Laurel Hill Architectural Review Board, and the vice chairman of the SAME Academy of Fellows.
A Brigadier General in the U.S. Air Force (with 35 years of service), Pat was responsible for an annual design and construction program including engineering operations for 16 bases in the U.S. and 23 foreign bases.
Mark Westin
Director of Business Development
Mark is responsible for new business strategy and new project acquisition, and manages the marketing team for the Federal Contracting Group. Previously, he opened and managed Mortenson’s Australian office for the Energy Group, and has also been vice president of Mortenson’s Minneapolis commercial business.
