A combination of waterfront work and vertical construction, the project involved the design and construction of 400 feet of new floating docks, the relocation of an existing dock, a new 15,000-square-foot Maintenance Augmentation Team, and Hazardous Materials Storage (MAT/HAZMAT) building, which included the demolition of the existing hazardous materials building. Additional scope included an addition to an armory office, a new crane operations area, wharf reconstruction, a new parking area, and the relocation of a 180-foot breakwater and debris deflector.

The new MAT/HAZMAT building structure was built into the side of a small hill and consisted of CMU and cast concrete walls at the first-floor level, a pre-engineered metal building enclosed with pre-insulated metal panels on the second floor, and a roof comprised of metal panels. The floating piers were fabricated in Tacoma, Washington, and floated up the coastline to Ketchikan using tugboats. The facility was designed to achieve LEED Silver certification.
