Completed: April 2025

Delivery Method

Design, Bid, Build / General Contractor

Strategically located at 1738 E. Washington Street, east of downtown Phoenix and just minutes from the Sky Harbor International Airport, this half-acre charging facility supports the growing autonomous rideshare market with convenient access to major transportation corridors throughout the Phoenix metro area. The site’s proximity to I-10 and Veterans Memorial Highway, at the corner of E. Washington Street and N. 18th Street, positions it as a vital operations hub for the next generation of autonomous mobility in Maricopa County.

After the developer's previous contractor arrangement fell through, Mortenson stepped in as the engineering, procurement, and construction partner. Despite an accelerated timeline, our team quickly mobilized on-site to address multiple challenges. Our experience working on complex electrical projects in urban Phoenix environments was invaluable for ensuring this project overcame permitting delays, utility coordination complexities, design coordination issues, contaminated soil remediation, and electrical thermal ampacity design complications.

The compact urban site features 15 high-efficiency Zerova 180kW chargers, each protected by custom overhead canopies designed to shield equipment from Phoenix’s intense desert sun. The site was designed to maximize site usage to accommodate the optimal number of charging stalls while ensuring smooth vehicle circulation for autonomous fleets.

Mortenson navigated the site's constraints through daily coordination, problem-solving, and strong stakeholder collaboration while maintaining quality, safety, and schedule integrity. Our prior experience with EV infrastructure and urban electrical systems proved critical in executing the project’s sophisticated power requirements.

We leveraged prefabrication strategies and optimized construction sequencing to stay on track, accelerating the timeline despite a delayed start. Close coordination with local utilities ensured an ample power capacity to meet the simultaneous charging demands of autonomous vehicles.

The project was delivered on budget and on schedule. This milestone underscores Mortenson’s commitment to delivering innovative, sustainable transportation infrastructure and advancing Arizona’s transition to zero-emission mobility solutions.
