Finance Compliance Manager Prevailing Wage and Inflation Reduction Act (IRA)

SUMMARY  

Mortenson is currently seeking a Finance Compliance Manager—Prevailing Wage and Inflation Reduction Act (IRA) to lead a team responsible for the company’s prevailing wage and apprenticeship compliance program for applicable construction projects, ensuring accurate pay classification, fringe benefit treatment, certified payroll support, and audit ready documentation in alignment with DavisBacon/DBRA requirements and Inflation Reduction Act (IRA) prevailing wage and apprenticeship provisions. This role partners closely with Legal, Payroll, HR, and project teams to reduce compliance risk across union and nonunion work across multiple states in the energy sector. 

RESPONSIBILITIES 

  • Own the prevailing wage and IRA apprenticeship compliance program for applicable projects, including procedures, controls, documentation standards 
  • Review contract, grant, and customer requirements to determine prevailing wage/IRA applicability; translate requirements into clear project setup, workflows, and responsibilities 
  • Directly manage and develop team members through hiring/onboarding, work allocation, training, quality review, coaching, and performance management  
  • Set team goals and service-level expectations; manage capacity planning, prioritization across projects, and escalation paths for high-risk issues 
  • Partner with project teams to ensure compliant contract documents including pay determinations (classifications, base wage rates, fringes), for union and nonunion scenarios and multistate requirements 
  • Oversee certified payroll and customer/agency reporting processes (as applicable), ensuring accuracy, timeliness, and reconciliation to source payroll and project records 
  • Maintain an audit ready compliance file for each project, including correspondence, determinations, evidence, and decisions; ensure retention and version control 
  • Monitor and support compliance with IRA requirements; identify risks early and coordinate corrective actions with project leadership 
  • Serve as the primary point of contact for internal stakeholders and customers on prevailing wage/IRA compliance questions; provide guidance and document interpretations 
  • Coordinate customer, and third party audits: manage requests, prepare support, respond to inquiries, and track findings through resolution 
  • Oversee subcontractor compliance support where required, including collection and review of fringe benefit documentation and reasonableness/completeness checks 
  • Establish quality controls and periodic monitoring to validate classifications, fringe calculations, and documentation; perform root cause analysis and drive remediation 
  • Maintain and deliver training and reference materials; identify opportunities to improve systems, templates, and workflows to increase consistency and reduce compliance risk 
  • Participate in and lead initiatives as assigned 

 

QUALIFICATIONS 

  • Bachelor’s degree in accounting, finance, business or related field (or equivalent experience) 
  • Minimum 7 years of experience in prevailing wage compliance, payroll compliance, project accounting/finance compliance, labor compliance, or audit, including experience supporting audits and issue remediation.  
  • Prior people management experience strongly preferred 
  • Proficiency in Excel and comfort working across payroll/timekeeping systems and ERP/project systems preferred.  
  • Experience with IRA apprenticeship tracking/reporting and/or certified payroll reporting for public works, utilities, or energy projects is strongly preferred 
  • Experience with compliance platforms (e.g., LCPtracker) and document management practices is preferred 
  • Knowledge of prevailing wage compliance concepts  
  • Ability to interpret and apply IRA prevailing wage and apprenticeship provisions and translate requirements into operational processes and documentation 
  • Strong reconciliation and data analysis skills (Excel), with the ability to trace reported figures to payroll, timekeeping, and project source records 
  • Demonstrated people leadership and project management skills, including prioritization, quality review, and meeting deadlines across multiple concurrent projects 
  • Clear written and verbal communication skills, including the ability to explain technical compliance requirements to field and project teams and document interpretations 
  • Strong documentation discipline and audit readiness, including evidence standards, retention, and issue tracking/remediation 
  • High integrity, confidentiality, and sound judgment

The base pay range for this role is $118,600 - $178,000. (Actual range is higher for the following office locations: Denver, CO and Chicago, IL – 5%, Seattle, WA, and Portland, OR – 10%, Washington, D.C. – 12.5%). If applicable: This position is eligible for Mortenson’s incentive plan. 

Base pay is positioned within the range based on several factors including an individual’s knowledge, skills, and experience, with consideration given to internal equity.
