For Pinnacle Partners, the development marked a chance to deliver on the promise of Opportunity Zone investment by creating long-term value—for residents and the city.
But getting there would require more than a strong location and a compelling design. It would take a construction strategy built around certainty, speed, and smarter execution—especially as rising costs, labor constraints, and long permit timelines squeezed every aspect of the delivery window.
The Challenge: Certainty in an Uncertain Market
The development team faced pressure on multiple fronts. Timelines were already stretched due to a year-long permitting delay. Key materials—like windows, balconies, and stairs—had long lead times and volatile pricing. And the site itself posed constraints typical of an infill project: limited laydown space, tight access, and adjacent bike and pedestrian infrastructure that had to remain active and safe throughout construction.
Overlaying all of this was the need to deliver a high-quality product in a high-visibility location—without letting cost, schedule, or constructability compromises get in the way.
The Solution: Rethinking the Build with Prefabrication + Integrated Procurement
To gain back control, the team turned to prefabrication and early procurement—applying both strategies at scale.
BLUvera®, Mortenson’s prefabrication team, manufactured the building’s interior and exterior wall panels offsite in a controlled environment. Each panel was delivered with plumbing, HVAC, and electrical rough-ins already in place, allowing for just-in-time installation. This approach reduced on-site congestion, increased speed to enclosure, and improved quality across the board.
In parallel, the BLU54® team —Mortenson’s procurement partner—secured key long-lead items like windows, balconies, and stairs early in the process. This strategy minimized material delays and protected the project from cost escalation during a volatile market.
To ensure seamless installation, the team leveraged a full-scale mockup to align on quality and sequencing well in advance. That upfront clarity translated to fewer field issues, tighter installation timelines, and a stronger end result.
