In partnership with Adams County, Mortenson is leading a major redevelopment of Riverdale Regional Park – the first significant upgrade to the site since the 1970s. The project is designed to modernize aging infrastructure, enhance visitor experience, and prepare the park for future expansion.
The scope includes comprehensive infrastructure improvements, such as upgraded electrical, sanitary and storm sewer, domestic, fire, and raw water systems, along with new fiber infrastructure to support high-speed internet. Site enhancements include improved drainage, new roadways, parking lots, pedestrian paving, landscaping, and lighting to increase accessibility and circulation throughout the park.
A centerpiece of the redevelopment is the new Midway, designed to accommodate the full layout of the Adams County Fair, which attracts nearly 160,000 visitors each year, with additional space for future growth. The new configuration enhances access, pedestrian safety, and overall visitor experience through features like a circular two-lane drive, improved drop-off areas, and direct bus access.
In addition to the infrastructure upgrades, the project introduces new barns and an outdoor covered arena, creating an agricultural atmosphere to support the Grandstands, Outdoor Covered Arena, Fair, and other agricultural and livestock events. The open-air arena, with its dirt floor, will host equestrian, livestock, and community activities such as 4-H, reinforcing the park’s agricultural heritage and community role.
A significant challenge throughout construction has been addressing unforeseen conditions of the existing infrastructure, many of which date back decades. Mortenson and Adams County have approached these challenges through a transparent and highly collaborative partnership, working closely to adapt solutions that maintain both schedule and quality.
Equally important, Mortenson has ensured that all park events continue uninterrupted during construction. The team meets regularly with the County’s events staff to coordinate logistics, minimize disruption, and maintain revenue generation. Disruption avoidance has been a critical component of onsite operations, allowing the park to remain a vibrant community destination even during redevelopment.
