Offutt AFB in Omaha, Nebraska, is home to the 55th Security Forces Squadron, the unit charged with protecting strategic weapons, U.S. Strategic Command facilities, and maintaining base security.

After a devastating Missouri River flood destroyed their facilities, the squadron faced significant operational hurdles. Personnel were forced to travel to off-site firing ranges, and military working dogs were temporarily housed in multiple locations, complicating an already demanding mission.

In March 2023, Mortenson broke ground as the design-build contractor for the new Security Campus, delivering 106,372 SF of operations and training space for the 55th Security Forces Squadron. The campus features a Security Operations Center, a 28-lane indoor firing range, a military working dog kennel, a storage and mobility warehouse, and two additional outbuildings, along with comprehensive site work, utilities, pavements, and security fencing.

The Security Operations Center includes administration areas, interview and interrogation rooms, high-density storage, an emergency dispatch desk, an armory and vault, guard mount and arms cleaning rooms, a cybercafé, training spaces, and support areas. The indoor firing range facility offers two classrooms, a simulation training room, a vehicle bay, armory, storage vault, and an exterior three-lane machine gun range.

The military working dog kennel supports 10 canines and includes administration space, tack storage, veterinary services, food preparation, kennels, and an outdoor recreation and training area. Adjacent to the kennel is a storage and mobility warehouse with an open-air canopy over the dog training area. Durable concrete masonry partitions, insulated metal wall panels, and robust foundations were used to meet U.S. Air Force specifications and address site-specific soil conditions. The covered dog training area features artificial turf.

Our team prioritized efficiency, innovation, and safety in civil sitework, installing 4,500 LF of stormwater piping and preparing over 305,000 SF of sub-grade. These improvements addressed vulnerabilities from previous catastrophic flooding by raising the site 10 feet and elevating nearby levees. Advanced drainage solutions, including vegetated swales and hydrodynamic separators, were integrated to meet government standards and protect the campus from future extreme weather, ensuring long-term resilience for mission-critical operations.
